These files are not needed for VBS 3.2 or later.

These files contain the same virtual disk with Bugzilla data (vbs21-userdata.vmdk), with the only difference in maximum disk capacity. Maximum capacity of default disk that comes with the VBS is 10 GB. If you need a larger or smaller disk, get one of these.

Installation is similar to installing Testopia add-on.

Note that these disks have only initial data, so if you already have made any modifications in Bugzilla, you will need to backup/restore files in /vbs/userdata directory.
